Starbase Bravo

Starbase Bravo is the designation of the facility classed as the headquarters of the Fourth Fleet: Starbase 4. As a large, modern Guardian-class orbiting Mellstoxx III, a Betazoid colony established soon after the people’s joining of the Federation, Starbase Bravo boasts the facilities to support the Fleet Command’s needs. The original spacedock was constructed during times of tension with the Klingon Empire and the long, cold silence from the Romulan Empire, and was thus within striking distance of both territories.

Ahead of Starfleet’s return to the frontier, a Guardian-class station was commissioned to replace the ageing spacedock, as Bravo is intended to serve as a launching post for some of Starfleet’s most vital operations.

The Osiris Initiative briefings will take place on the spacedock facility of Starbase Bravo.

The Spacedock

As a large and modern facility, the station is as spacious and comfortable as any in Starfleet. It is, however, fit to burst at the influx of activity of the Osiris Initiative. Already a hub for traffic - civilian, diplomatic and Starfleet - between three of the galaxy’s major powers, operations have increased to support the Fourth Fleet’s renewed activity in the Beta Quadrant. Not yet fully completed is the development of the docking facilities to accommodate a great number of more modern Starfleet vessels, a measure which will be ready in time for actual operations but has reduced available space on the station.

This likely makes Commodore Beckett a distinctly unpopular figure among station staff for calling the conference. As the station prepares to support official Starfleet operations, it now has to contend with a gathering of admirals, commanders, and their staff, as well as diplomatic representatives, civilian experts, and a hungry civilian press corps. And the security staff to supervise them all.

Living Conditions

There is, of course, sufficient room for the admiralty to enjoy comfortable suites and office space; many of the Fourth Fleet command staff will require temporary or permanent facilities aboard, after all. This support extends to their adjutants and personal staff.

Likewise, guests of prestige, such as civilian experts, Federation politicians, and especially diplomatic representatives can be found appropriate accommodation for the conference. These guests of Starfleet must be shown all proper courtesies.

From there, the current burdens upon Starbase Bravo have begun to show themselves. Temporary accommodation is at a premium, with more officers than usual expected to share quarters for the five days of the conference. Even some Captains, usually granted their own rooms out of courtesy, may be encouraged or required to share bunk space with fellow officers.

[OOC: Players should feel free to write themselves as one of the lucky few who have their own rooms for the duration of the conference. If you wish, however, you may arrange for bunkmates for these few days, either other PCs or NPCs of your own design]

Conference Facilities

Starbase Bravo boasts extensive facilities to support the briefings of the Osiris Initiative. First and foremost is the main briefing room, with more than enough room for all officers attending, the briefing staff, press, and other representatives. This will be reserved for the public-facing events, such as the opening and closing speeches and any other such public announcements.

Meeting Room A, with a smaller capacity designed for Starfleet-level operations, will be reserved for the Task Force intelligence briefings. These will be open to Starfleet starship commanders, the Bravo Fleet Admiralty, and specifically invited guests or experts with appropriate security clearance only. They enjoy an extensive suite of holographic displays for robust briefings.

There are also a suite of private meeting rooms available for Starfleet personnel on matters relevant to the Conference, which may be secured by any starship commander or above.

[OOC: The opening and closing ceremonies will be conducted as large affairs with pomp and ceremony, the press, and guests allowed to watch. The actual quadrant-specific briefings will be held in Meeting Room A, and due to their potentially sensitive nature will be open only to starship COs - your main characters - and specific guests, who will know who they are]

Leisure Facilities

Starbase Bravo can normally provide all of the engagement and entertainment everyone could ever need. But for once it is reaching its capacity under the circumstances. Holodeck space and bookings are available, but over-subscribed. Such entertainment may be better sought at the gymnasiums and other physical recreational facilities aboard.

There are, however, several notable establishments aboard to meet the social and personal interests of the guests. The majority of them are found in Starbase Bravo’s leisure plaza, a multi-storey open space in the heart of the station. They include:

Vandorin’s Bistro

As the most luxurious and in-demand dining establishment on Starbase Bravo, Vandorin’s has barely felt the impact of the crowding. You either have a table at Vandorin’s, or you do not. Run by Esterra Vandorin, a Betazoid chef of impeccable taste, the bistro seeks to provide the most evocative gastronomic experience on the station. Unsurprisingly, it is easier for admirals, diplomats, and highly-respected experts to jump the waiting list and enjoy a booking. With white-linen service, fresh food, music provided by a real string quartet, and Esterra themselves often on-hand to provide recommendations, dining at Vandorin’s is a pure joy. Esterra also has several private dining rooms to hand for secure meetings over dinner, as they understand their clientele.

Downtime

Run by the brusque Tellarite Skal, Downtime is the bar of choice on Starbase Bravo for Starfleet officers wanting a no-frills drink. The fixtures are similarly plain, all spacer’s smooth metals and functional furnishings. The bar has a history from the original spacedock, and has moved over to the new station. Skal is a former Chief Petty Officer who takes a perverse delight in now speaking his blunt mind to officers. The walls are adorned with replica plaques of starships whose captains Skal and his predecessors have served drinks to, going back to the original Starbase 4’s construction, or else other Starfleet memorabilia. Civilians rarely go here.

The Gate Inn

An old-fashioned pub-style establishment, run by the ever-helpful proprietor who’s only ever given his name as ‘Terry.’ The Gate Inn, so named for the station’s position on the threshold between Core Worlds and the Federation’s old frontier, is a new arrival at the station. It is decorated much as an ancient Earth pub, with wood-panels and a floor that is somehow always a little sticky. Terry specialises in good beers, but also does a line in hearty pub food. Considering he probably uses a replicator, his limited menu is clearly an affectation.

Brew

One of the coffee shops of the leisure plaza, Brew is bright and relaxed. Specialising in a wide variety of hot drinks and baked goods from across the quadrant, it offers both comfortable lounging space as well as decent table space for more intimate or professional engagements. The lighting has been specifically designed, along with the array of potted plants, to evoke a more ‘planetside’ feel.

[OOC: These are only a selection of possible meeting and hangout places for the duration of the conference, though I encourage you to only make up additional establishments if you have an idea which one of the above cannot meet! There are, of course, all manner of sporting and recreational facilities on board. The limited access to holodecks is to slightly encourage people to focus upon the starbase and the conference, though holodeck time is possible if wanted]
